Asset Management Plan - Wetlands, Waterways & Ecological Infrastructure

Sydney Olympic Park Authority (SOPA)

SOPA engaged E2Designlab to undertake investigations into their ecological assets and prepare plans and supporting resources to guide their long-term management and restoration. In partnership with Assetic, we brought together a multidisciplinary team with skills in environmental engineering, science, and strategic asset management to develop these resources. Our team undertook extensive field assessment of 158 waterway and WSUD assets throughout the park, documented outcomes and used these to develop recommendations and working plans for the asset management team at SOPA. We drew on our experience undertaking similar, award-winning projects to guide their preparation including frameworks, guidelines, and plans for Blacktown City Council, Stormwater Victoria, and Logan City Council.

Given the complexity of ecological assets like waterways and wetlands, integration of these assets into traditional asset management systems was previously considered incompatible or too difficult. This project provides a demonstration of how this can be successfully achieved.

In partnership with Assetic, we delivered the following work for SOPA:

  • Develop an asset management framework for integrating ecological assets into the client's systems.
  • Asset audits to gather essential information and assess condition, issues, and risks.
  • Costed and prioritized maintenance schedules with indicative timeframes.
  • Modelled various funding options and strategies based on a realistic understanding of asset deterioration causes.
  • Developed an asset management plan for sustainable service levels, risk management, and continual improvement over the next 20 years.
  • Develop concept designs and cost estimates to restore degraded assets to a good and serviceable condition.

Due to their complexity, it is common for WSUD assets to be audited and for outcomes and findings to sit in reports and spreadsheets that are not fully integrated within organisation’s broader asset management systems.
We believe this project was one of the first examples where WSUD and waterway assets were assessed and asset management plans developed in a manner that they could be fully incorporated into the organisations broader asset management system.
